Editor’s note: Both the U.S. House and Senate have begun work on bills to fund the Department of Homeland Security before a midnight deadline to avert a partial shutdown. The House is considering a three-week continuing resolution, and it is not clear how many Democrats support the plan. The Senate is considering a “clean” funding bill for the agency, which wouldn’t include previous provisions that would derail President Obama’s immigration action. However, the Senate is expected to consider a Republican bill to defund Obama’s executive order later in the day. – Stephanie
